Rebar is faster, since you only need to wait for it to dry once. It's also probably cheaper on other mats, since Rebar frames are fairly cheap, but then again cobble/flagstone isn't that expensive either.

So to make a concrete block in a mixer is 10 concrete, and then use another 10 to upgrade it to reinforced. Rebar frames cost 6 iron and 2 clay in the forge, but then to upgrade them you need 20 concrete not 10 like in 17.4 So apart from they only have 1 drying stage what's the point of rebar frames if it's technically cheaper to just make and upgrade concrete?
